When was it written?

Internal:

There was suffering in the church worldwide (5:9), which suggests a wide-spread persecution.

The church had to be developed enough in the areas of Pontus, Galatia, Cappadocia, Asia, Bithynia for the church to be written (1.1)

External:

Tradition places Peter’s death in Rome in AD 65, and the Neronian persecution began in AD 64.


Conclusion:

Therefore, the letter would be dated soon before Peter’s death, probably about AD 64, when Neronian persecution officially spread the persecution of Christians throughout the whole known (to them) world.
